PSALM 68:7-8
7. O God, when You went forth before Your people, when You marched through the wilderness, Selah (pause, and calmly think of that)!
8. The earth trembled, the heavens also poured down rain at the presence of God: yonder Sinai quaked at the presence of God, the God of Israel.
Rain is a symbol of the Holy Spirit. He is saying that He will pour out His Spirit and that will make the earth shake at the presence of God. In Psalm 18, David tells about how the earth reacts at the Presence of God. He says how the earth quaked and the foundations of the mountains trembled, they moved and were shaken, because He was angry. There were also hailstones, coals of fire and lightning. He comes down to deliver David from the bad treatment at the hand of Saul. He is not happy and shows it.
There is the last days outpouring of the Holy Spirit prophesied in Joel 2:23-31. Also there is the quaking of the earth, the sun and moon are darkened, signs in the heavens and on earth, blood and fire and columns of smoke, (verses 10,30,31). This is also happening because the Lord is not happy with the treatment of His people in the last days persecution.
All this is happening in the news today. So many earthquakes and volcanoes. And now the solar storms bringing unprecedented occurrences.
At the same time He is restoring his people, bringing healing and new life. He begins by calling His Church to repentance with weeping, mourning and fasting. There will be a new army of God in the last days that will rise up in holiness and will stop the enemy in his tracks preparing the way of the Lord.

The standard is a new breed of sanctified Christians who will shine forth as lights in the midst of a wicked and perverse generation. It will not be just a renewal of love and praise, but a restoration of holiness unto the the Lord.
